1. Company information and acceptance of Terms

 

These Terms and Conditions govern your access to and use of the website and services provided by:

By accessing the website, purchasing a data plan, or using any part of the service, you confirm that you have read, understood, and agreed to these Terms. If you do not agree, you should not use the platform.

These Terms constitute a legally binding agreement between you and Worldexa OÜ.

 

2. Service overview and role of the company

 

The platform provides access to digital eSIM data plans that allow you to connect to mobile networks in multiple countries.

Worldexa OÜ acts as a digital service provider and reseller of prepaid eSIM data plans. We do not operate mobile networks or telecommunications infrastructure. Connectivity is delivered through third-party carriers in each destination.

As a result, the quality and availability of the service depend on external providers. Coverage, speed, and stability may vary based on location, network conditions, and device capability. While we aim to provide a reliable experience, we do not control or guarantee network performance.

 

3. Eligibility and proper use

 

You may use the service only if you are at least 18 years old and legally capable of entering into a binding agreement.

You agree to use the service in a lawful and responsible manner. This includes providing accurate information during purchase and not using the service for fraudulent, abusive, or illegal purposes.

You are responsible for all activity associated with your device and any use of the service initiated by you, including ensuring the accuracy of information provided and lawful use of the platform.

3.1. Prohibited jurisdictions

Worldexa OÜ does not offer, sell, supply, or otherwise provide its services, directly or indirectly, to or for use in jurisdictions prohibited under the Company’s internal risk policy.

The following countries and territories are prohibited:

Afghanistan, Belarus, Central African Republic, Cuba, Democratic Republic of the Congo, Iran, Iraq, Libya, Myanmar (Burma), North Korea, Russia, Somalia, South Sudan, Sudan, Syria, Yemen, Zimbabwe, Crimea and Sevastopol, and the non-government-controlled areas of the Donetsk, Luhansk, Kherson and Zaporizhzhia regions of Ukraine.

Users located in, ordinarily resident in, purchasing from, or seeking to use the service primarily in a prohibited jurisdiction are not permitted to purchase or use the service.

Worldexa OÜ may amend the list of prohibited jurisdictions where reasonably necessary due to changes in applicable law, sanctions, regulatory requirements, requirements of payment service providers, telecommunications partners, or the Company’s internal risk appetite.

3.2. Sanctions and restricted parties

Irrespective of the list of prohibited jurisdictions above, Worldexa OÜ will not enter into or process any transaction, provide any service, or make funds, Points, products, or services available directly or indirectly where doing so would involve or benefit a person, entity, organisation, vessel, destination, transaction, or activity subject to applicable sanctions, asset freezes, embargoes, trade restrictions, or other restrictive measures.

This includes restrictive measures imposed by the European Union, United Nations, Estonia, and any other competent authority whose sanctions or regulatory requirements are legally applicable to Worldexa OÜ.

The service must not be purchased or used by, for the benefit of, or on behalf of any sanctioned or otherwise restricted person or entity.

Users must not attempt to circumvent these restrictions through false or misleading information, third-party accounts, VPNs, proxy services, location masking, payment intermediaries, or any other method intended to conceal a prohibited jurisdiction, sanctioned party, or restricted transaction.

Worldexa OÜ reserves the right to refuse, cancel, block, suspend, or terminate any transaction, purchase, account, or service where we reasonably believe that:

  • a prohibited jurisdiction is involved;
  • a user, beneficiary, recipient, or other relevant party is subject to applicable sanctions or restrictive measures;
  • the transaction may violate applicable law, sanctions, or regulatory requirements;
  • false or misleading information has been provided to circumvent these restrictions; or
  • providing the service would fall outside Worldexa OÜ’s internal risk appetite.

Where legally required, Worldexa OÜ may also request additional information reasonably necessary to assess whether a transaction or user is subject to applicable restrictions.

Any refund relating to a transaction refused or cancelled under this section will be handled in accordance with Section 11 and applicable law. Where applicable sanctions or other legal restrictions prohibit or restrict the return of funds or other assets, Worldexa OÜ may withhold, block, or otherwise handle such funds or assets as required by law.

 

4. How the service works

 

The service is designed to be simple and immediate:

  • you select a destination and data plan;
  • you complete the purchase using Points;
  • you receive your eSIM as a QR code via email;
  • you install the eSIM on your device;
  • you activate it when needed.

The product is entirely digital and does not require a physical SIM card.

Unless explicitly stated otherwise, the service provides mobile data only and does not include voice calls or SMS.

For clarity, purchases on the platform are completed using internal Points. Points must be acquired prior to purchasing any eSIM plan and represent a prepaid balance within the platform.

 

5. Pricing, Points and payment

 

All plans are priced in Points, which function as a prepaid digital unit within the platform.

Points are not a currency, electronic money, or financial instrument. They are a closed-loop virtual unit used solely within the platform to purchase digital products offered by Worldexa OÜ.

Points:

  • can be purchased by the user using supported payment methods in fiat currency;
  • are credited upon successful payment;
  • can only be used within the platform;
  • cannot be withdrawn, exchanged, transferred, or sold;
  • do not generate interest or financial return;
  • do not expire unless explicitly stated at the time of purchase;
  • unused Points are non-refundable unless required by applicable law.

The conversion rate is:

1 Point = 1 EUR.

Where prices or payments are displayed in another supported currency, the corresponding amount may be automatically converted and displayed in that currency at the applicable exchange rate.

Payment must be made in full before the eSIM is delivered.

Once Points are used for a purchase, they are considered spent and cannot be reversed except in accordance with Section 11 or where required by applicable law.

Prices may change at any time due to market conditions or updates from network providers.

Any fees charged by your bank or payment provider are your responsibility.

In case of duplicate charges, failed transactions, or incorrect billing, users should contact support with relevant transaction details. We will investigate and take appropriate action, including correction or refund where applicable.

We may refuse or cancel a transaction where fraud, misuse, sanctions concerns, prohibited activity, or suspicious activity is reasonably suspected.

 

6. Order processing and delivery

 

All products are delivered electronically.

After successful payment, your eSIM is typically delivered within minutes to the email address you provided.

Delivery is considered completed when the eSIM is successfully made available to the user, including QR code access, unless prevented by a technical error attributable to the platform.

Delivery includes successful system dispatch and availability of the eSIM to the user. If delivery fails due to a technical issue attributable to the platform, it will not be considered completed.

You are responsible for ensuring that your email address is correct and accessible.

 

7. Device compatibility and user responsibility

 

Before purchasing, you must ensure that your device:

  • supports eSIM technology;
  • is not carrier-locked;
  • is compatible with networks in your destination.

We do not verify compatibility and cannot guarantee that every device will function with every plan or network.

You are responsible for installation, activation, and configuration.

If an eSIM is deleted or removed, it may not be recoverable. Reinstallation or replacement is not guaranteed unless explicitly stated.

 

8. Activation, validity and data usage

 

Each data plan includes a defined data allowance and validity period.

Activation is initiated when the eSIM connects to a supported network for the first time, unless otherwise specified. Delivery alone does not constitute activation.

Once activated, the plan will run according to its validity terms, regardless of usage.

Data usage is measured by network providers and may differ from device statistics.

Unused data is non-refundable and does not carry over, except where otherwise required by applicable law.

 

9. Top-ups and additional purchases

 

Where available, you may purchase additional data.

Top-ups are optional and subject to availability.

 

10. Digital nature of the product and right of withdrawal

 

All services provided are digital content and/or digital services delivered electronically.

By completing a purchase and requesting immediate delivery, you request that delivery or performance begin without delay.

Where applicable consumer law requires your prior express consent to begin delivery or performance during a statutory withdrawal period, and acknowledgement that the right of withdrawal will be lost once the applicable legal conditions have been fulfilled, such consent and acknowledgement will be obtained as required by law.

Nothing in these Terms limits any mandatory withdrawal or consumer rights that cannot legally be excluded.

 

11. Refund Policy

 

Due to the digital nature of the service and the immediate electronic delivery of eSIM products, purchases are generally final after the eSIM has been successfully delivered or made accessible to the user, subject to the provisions below and any mandatory consumer rights.

11.1. Refund eligibility

A refund may be granted where:

  • the purchased eSIM was not delivered due to a technical issue attributable to Worldexa OÜ;
  • a verified technical failure attributable to the supplied eSIM or Worldexa OÜ prevents the service from being used and the problem cannot reasonably be resolved;
  • the user was charged more than once for the same transaction;
  • an incorrect amount was charged due to an error attributable to Worldexa OÜ or its payment processing arrangements;
  • Worldexa OÜ cancels an order before delivery; or
  • a refund or other monetary remedy is required under applicable law.

Where a technical issue can reasonably be corrected, Worldexa OÜ may first attempt to troubleshoot, restore, replace, or otherwise correct the affected service before issuing a refund, where permitted by applicable law.

11.2. Non-refundable circumstances

Subject to mandatory consumer rights, refunds are generally not provided where the issue results from:

  • an incompatible device;
  • a carrier-locked device;
  • incorrect installation or configuration by the user;
  • deletion or removal of an eSIM by the user;
  • incorrect destination, plan, or product selection by the user;
  • failure to activate or use the eSIM within its applicable validity period;
  • unused or partially unused data;
  • a change in travel plans or personal circumstances;
  • dissatisfaction with network speed, coverage, latency, or stability where connectivity remains available;
  • network congestion, operator prioritisation, maintenance, temporary outages, or other circumstances outside Worldexa OÜ’s reasonable control; or
  • use or attempted use of the service in violation of Section 3.

These exclusions do not apply where the user has a mandatory legal right to a refund, price reduction, termination, or another remedy.

11.3. How to request a refund

Refund requests must be submitted by email to:

The request should include, where applicable:

  • the user’s name and contact details;
  • order or transaction number;
  • the affected eSIM or data plan;
  • a clear description of the issue;
  • the date the issue occurred or was identified;
  • relevant screenshots, error messages, or other supporting evidence; and
  • details of any troubleshooting steps already taken.

For requests made under Worldexa OÜ’s contractual Refund Policy rather than a mandatory statutory right, the request should be submitted within 14 days from the date the relevant issue was first identified.

This contractual period does not reduce or restrict any longer period available to the consumer under applicable law.

11.4. Review and processing

Each refund request is reviewed individually based on the circumstances of the transaction, available technical information, relevant network information, and evidence supplied by the user.

Worldexa OÜ may request additional information reasonably required to assess the request.

We aim to review and respond to refund requests within 5–10 business days after receiving sufficient information to assess the claim.

11.5. Method of refund

Where a monetary refund is due, it will generally be returned to the original payment method.

A refund may be issued in Points where:

  • the relevant purchase was made using Points;
  • the user expressly agrees to receive Points instead of a monetary refund; or
  • this is otherwise permitted under applicable law.

Where applicable law requires reimbursement through the original payment method or in fiat currency, Worldexa OÜ will comply with that requirement.

The time required for a processed monetary refund to appear in the user’s account may depend on the relevant bank, card issuer, or payment provider.

11.6. Points

Unused Points are generally non-refundable unless otherwise required by applicable law.

Where an approved refund relates to an eSIM purchased using Points, the corresponding Points may be restored to the user’s balance unless applicable law requires another form of reimbursement.

Nothing in this section limits mandatory consumer rights.

 

12. Complaints Policy

 

Worldexa OÜ is committed to handling complaints fairly, consistently, and in good faith.

A complaint may relate to:

  • an eSIM purchase or delivery;
  • service availability or functionality;
  • billing or payment;
  • Points;
  • a refund request or decision;
  • technical or customer support;
  • account restrictions or suspension; or
  • any other aspect of the service provided by Worldexa OÜ.

12.1. How to submit a complaint

There is no charge for submitting a complaint.

12.2. Information to include

Users should provide, where applicable:

  • full name and contact details;
  • order or transaction number;
  • the relevant eSIM or plan;
  • a clear description of the complaint;
  • the date the issue occurred or was identified;
  • relevant correspondence, screenshots, payment records, or other supporting evidence; and
  • the resolution requested.

Failure to provide all of this information does not automatically invalidate a complaint. Worldexa OÜ may request additional information where reasonably necessary to investigate the matter.

12.3. Complaint handling

Complaints will be assessed fairly and in good faith.

Worldexa OÜ will review the information provided, relevant transaction records, technical information where appropriate, and any other information reasonably necessary to assess the complaint.

Depending on the circumstances and applicable law, a resolution may include:

  • an explanation or clarification;
  • technical assistance;
  • correction of an error;
  • restoration or replacement of a service;
  • restoration of Points;
  • a partial or full refund; or
  • another appropriate remedy.

12.4. Response time

Worldexa OÜ will provide a written response to a consumer complaint within 15 days of receiving the complaint, unless a different mandatory period applies under applicable law.

The response will state the outcome of the complaint or the proposed resolution where appropriate.

If additional information is required from the user, Worldexa OÜ may request such information during the investigation.

12.5. Unresolved complaints and dispute resolution

If a consumer complaint cannot be resolved directly with Worldexa OÜ, the consumer may have the right to refer the dispute to an appropriate consumer dispute resolution body.

For disputes within its competence, consumers may apply to the Consumer Disputes Committee operating under the Estonian Consumer Protection and Technical Regulatory Authority (TTJA).

Consumers involved in qualifying cross-border consumer disputes within the European Union may also seek assistance from the European Consumer Centres Network (ECC-Net).

The availability and jurisdiction of any dispute resolution body depend on the consumer’s location, the nature of the dispute, and applicable law.

12.6. Consumer rights

Submitting a complaint does not waive, restrict, or replace any mandatory statutory rights, claims, or remedies available to the consumer.

 

13. Acceptable use and restrictions

 

You agree not to:

  • use the service unlawfully;
  • interfere with mobile or telecommunications networks;
  • bypass technical or contractual limits;
  • circumvent geographic, sanctions, fraud-prevention, or other restrictions applicable to the service.

The service is for personal use only. Resale or commercial use is prohibited without prior consent from Worldexa OÜ.

 

14. Service limitations and third-party dependencies

 

The service depends on third-party mobile network operators, telecommunications providers, infrastructure providers, and other service providers.

We do not guarantee uninterrupted or error-free connectivity.

Coverage, speed, latency, and service availability may vary due to location, device capability, infrastructure, network congestion, maintenance, operator prioritisation, local restrictions, or other factors outside Worldexa OÜ’s reasonable control.

 

15. Limitation of liability

 

To the extent permitted by applicable law, Worldexa OÜ is not liable for indirect, incidental, special, or consequential losses resulting from the use or inability to use the service.

To the extent permitted by applicable law, Worldexa OÜ’s aggregate liability arising from a particular purchase or service is limited to the amount paid for the affected product or service.

Nothing in these Terms excludes or limits liability, consumer rights, or remedies where such exclusion or limitation is prohibited by applicable law.

 

16. Suspension, changes and governing law

 

Worldexa OÜ may suspend or terminate access to the service where these Terms are violated, fraud or abuse is suspected, or providing the service would violate applicable law, sanctions, regulatory requirements, or the Company’s internal risk policy.

We may update these Terms from time to time. The current version will be made available on the website with its effective or last updated date.

These Terms are governed by Estonian law.

Where you are a consumer, this choice of law does not deprive you of any mandatory consumer protection rights that apply to you under the law of your country of residence.

 

17. General provisions

 

If any provision of these Terms is found to be invalid or unenforceable, the remaining provisions remain in force.

Failure by Worldexa OÜ to exercise or enforce a right under these Terms does not constitute a waiver of that right.

These Terms constitute the entire agreement between the user and Worldexa OÜ regarding the use and purchase of the services, except where additional terms are expressly agreed or mandatory law provides otherwise.
